ERCIS C³M has hosted the ICT-DM’2017

In December 2017, the C³M hosted the International Conference on Information and Communication Technologies for Disaster Management (ICT-DM) in Muenster. As Information and Communication Technologies have become key drivers of Crisis and Disaster Management which can only be improved by bringing together academics and practitioners, ICT-DM aims on doing just that by building a bridge between both parties. Also, the conference establishes a communication platform for different organisations and departments. Participants from around the world share the latest developments in research and practice, so they can learn from each other and develop innovative and valuable ideas together. Being the 4th time this conference was held, the C³M is glad to be the first host in Germany.

The conference took place from 11th to 13th of December. In those three days, around 30 papers were presented, focussing on the topics “Innovative ICT’s”, “Social Media” and “IS Design” in disaster management, plus “Situation Awareness” and “Disaster Relief Logistics”. Three promising keynotes held by speakers from research as well as practice established the foundation of each day. On Monday, the keynote was “Mission-based Design of ICT”, followed on Tuesday by “Semantics supporting proportionality in crisis management” and finally ended on Wednesday with “Logistics Decision Support tools and Innovative technologies for Military Disaster Relief Operations”.

As mentioned before, Crisis Management is a team effort. Hence it was important to the C³M to connect academics and practitioners by planning a dedicated practitioners’ day on Tuesday, the 12th of December. Here, participants had the possibility to meet practitioners and get insights into existing innovations, practices and technologies in the area of crisis management. Practitioners from Red Cross Germany, fire service IdF NRW, Centre of Competence for Humanitarian Relief Muenster, DRIVER+, Centre for Communication and Information Processing ZKI, Defence Research and Development Canada, plus Ministry of Communication and Media from the Democratic Republic of Congo shared their knowledge and gained new inputs.

In addition, for creating a sociable communication platform, two social events were organised. First, being a reception in the City Hall of Muenster and second, being a Conference Dinner at the A2 restaurant, on which Prof. Hellingrath awarded the Best Paper and the Best Reviewer. The Best Paper awards went to “A Middleware Platform for Decision Support in Disaster Management” by Nadia Nouali-Taboudjemat, Said Yahiaoui and Hassina Aliane, as well as to “Trialing a Common Operational Picture in a Simulated Environment” by Laurent Dubost, Frédérique Giroud, Jean-Michel Boisnon, Alice Clémenceau and Bruno Quéré. Dr. Sadeeb Ottenburger was awarded Best Reviewer.
